I'll admit that the name is a bit of a stretch for color, but I'll try to explain it: Volt is meant to be evocative of lightning, which is blue—much like Richard's eyes and aura color.

"Richard" itself is meant to be an old family name, dating from before the Great War, where the Color Rule derives from. It's meant to pay homage to his ancestors, many of whom predate the the Great War. I thought it might be neat to play around with old history like that, and maybe Richard can actually stand out because his first name doesn't adhere post-Great War culture.

Richard Volt is an interesting, yet straightforward character. His backstory explains much of his current behavior and demeanor, of which it's always good to see that attention to detail. It seems that Richard lacks ranged capabilities in combat, but given the deliberate and intense focus on swordsmanship, I'm willing to give him the benefit of the doubt. Overall, I believe Richard Volt has done enough to earn a yes vote from me.

Is his sword made of tungsten? It's a foot shorter and twice as heavy as an actual bastard sword.

Aside from that, your profile looks good: backstory, motivation, Semblance, etc. are all good.

I'll give this a 'Yes'.

Richard is a very solid character, always love to see a warrior dedicated on his craft, even if the dedication comes from trauma and heritage not passion.
Only wielding a sword makes sense for the character but I'd encourage Richard to pick up a firearm regardless, there are those times you just really should not get close to an opponent.

Also, could you please elaborate on how strong his semblance can make his strikes, nothing precise just a rough estimate of his strongest and weakest attack using it.

Regardless, if you choose to make the changes I mentioned or not, Richard is a great fit for Colors and has enough votes to participate.
